India-Palestine Education Linkages

 

         India has consistently contributed to Palestine's efforts to provide quality education to its youth. Over the years, over 12,000 Palestinian students have graduated from Indian Universities, including a large number on scholarships offered by the Government of India. These students serve as bridge between our two countries.

  1. India has provided various forms of development cooperation assistance to Palestine over the years in the field of education. The major projects executed successfully by India include:
  • Palestine-India Techno Park
  • Jawaharlal Nehru Library at the Al Azhar University in Gaza.
  • Mahatma Gandhi Library-cum-Student Activity Centre at the Palestine Technical College at Deir Al Balah in Gaza.
  • Jawaharlal Nehru Secondary School for Boys in Abu Dis
  • Jawaharlal Nehru Secondary School for Girls in Asira Al-Shamaliya
  • Primary school in Muthalath Al Shuhada Village in Jenin Governorate
  • Primary school in Tamoon Village in Tubas Governorate
  • India-Palestine Centre for Excellence in ICT & Digital Learning & Innovation Centre in Al-Quds University
  • Abu Dis & ICT Centre in Ramallah.
  • 10 staff members from Al Quds university were trained in India to set up India-Palestine Centre of Excellence in ICT & Digital Learning
  • Vocational Training Centre (VTC) in Yatta and Palestine Polytechnic University (PPU) in Hebron
  • As part of its development cooperation, India implemented ‘Integraion of Technology into Education with the Young Scientist Club (Al Muntada).
  1. India also supports research cooperation between Birzeit University in Ramallah and Jawaharlal Nehru University in New Delhi. During the State visit of Shri Pranab Mukherjee, Hon’ble President of India to Palestine in October 2015, five MOUs for academic and research cooperation were signed between Indian and Palestinian universities.
  1. Government of India provides annual scholarships under the aegis of the Indian Council for Cultural Relations (ICCR). Over 216 Palestinian students have availed ICCR scholarships in the fields of computer engineering, mechanical engineering, electrical engineering, structural engineering, environmental engineering, IT, biotechnology, management, energy systems, food sciences & nutrition, mass communication, mathematics, finance & accounting etc. from the universities / institutes with excellent academic reputation, among other, from Delhi university, Gujarat Technical university, Jawaharlal Nehru Technical university, NITs, Gujarat Forensic Sciences university and other premier universities.

         Scholarships include return economy class air-fares to the nearest airport and 3rd AC Train fare to the place of study, if so required, Stipend (per month), Hostel / House rent allowance, Contingent Grant (per annum), Thesis & Dissertation expenses for PhD. The following scholarships are offered by ICCR:

  1. 35 slots for graduate, post-graduate and Ph.D courses under the Atal Bihari Vajpayee General Scholarship Scheme (A1201) (formerly General Scholarship Scheme) except in the field of Medical / Paramedical (Nursing/Physiotherapy/anesthesia etc.) / fashion / law courses / integrated courses such as BALLB (5 Years) / B.Sc & M.Sc (5 Years) etc.
  2. Lata Mangeshkar Dance & Music Scholarship Scheme (A1209) (formerly ICCR Scholarship Scheme for Indian Culture) for pursuing study of Indian Culture such as dance, music, theatre, performing art, sculpture, Indian languages, Indian cuisine etc.
  3. Ministry of AYUSH, Government of India offers scholarship through ICCR for undergraduate, post graduate & PhD courses related to Ayurveda, Yoga, Unani, Siddha & Homoeopathy in renowned Indian universities / institutes and colleges.
  4. Government of India under its flagship capacity building programme “Indian Technical & Economic Co-operation (ITEC)” offers short term courses and training modules to Palestinian nationals in various disciplines such as Agriculture, Accounts, Audit & Banking, Artificial Intelligence, Cyber Technologies & Emergent Technologies, Economics, Information Technology, Public Administration, Water Resources, Entrepreneurship, Rural Development, Renewable Energy, Cyber Technology, Quality Management, Health & Yoga etc.

    Over 1370 Palestinian nationals have been trained under ITEC so far including country specific Customized Training Courses for a group of officials that are designed and delivered by the leading institutes in India on the request of different Ministries.

    Under ITEC programme, the expenses including the return international airfare, tuition fees, accommodation, emergency medical treatment, stipend, book allowances and study tour, are borne by the Government of India.
  5. The Sushma Swaraj Institute of Foreign Service (SSIFS) offers an Annual Professional Course for Foreign Diplomats (PCFD). This program provides training in various aspects of diplomacy, international relations, protocol, etc. It covers expenses like airfare, tuition, accommodation & living allowance. Over 40 Palestinian diplomats have availed this training course.
